That is exactly what governments also do when they are
importing something, especially edibles or cosmetics or any other products from
around the world in their country.

material being used, which is in regards to the transmissible spongiform
encephalopathies.
Certificate of a Pharmaceutical Product
The main format of this certificate is established by
the World Health Organization (WHO), which focuses on whether or licensing the
sale of a particular item in question.
Non-clinical Research Use Only Certificate
It focuses on the components, material, and the
products that are not intended for human use.
Certificate to Foreign Government
Its issued for drugs, biologics, and devices intended
to be used for humans and animals that are allowed to be legally marketed in
the USA.
Certificate of Exportability
This certificate is for the devices, biologics, and
drugs intended for animals and humans that are not legally allowed to be
marketed in the USA.
